trying moving rack up, also get an oven thermometer place in different parts of the oven to check temperature, also make sure all elements are clean. and that none of the hole are clogged,
USE THE HIGHEST RACK POSSIBLE AND PUT A SLIGHTLY SMALLER PAN ON THE RACK BELOW THE CAKE TO DEFLECT THE HEAT AROUND THE CAKE. OTHERWISE IT HITS DIRECTLY AND BASICALLY FRIES
IT.
YOU CAN USE ALUMINUM FOIL TO DEFLECT ALSO.
GOOD LUCK
Get an inexpensive oven stone (pizza stone) or get an “Air Bake” cookie sheet to fit your oven. You have to insulate the “Hot spot” created where the burner hangs from the solid shelf in the bottom of the oven and force the heat through the holes around the edge. Some also use unglazed ceramic tile.
